Since February 1919, he was a member of the Special Temporary Commission of the Central Committee of the Russian Communist Party (Bolsheviks) – RCP(b) and the Council of People’s Commissars of the Russian SFSR for Turkestan Affairs (Turkestan Commission). In July–September 1919, he led the Central Executive Committee of the Turkestan SFR and was a member of the Turkestan regional committee of the RCP(b). He was the chairman of the Turkestan regional committee of the RCP(b) in October-November 1919.
