one of the Georgian Menshevik leaders. In 1917, Chairman of the Petrograd Soviet of Workers’ and Soldiers’ Deputies and the All-Russian Central Executive Committee. In 1918, Chairman of the Transcaucasia Sejm, in 1919–1921, Chairman of the Constituent Assembly of Georgia. In 1919, together with Irakli Tsereteli, he represented Georgia at the Paris (Versailles) Conference.
