A state entity that existed from January 16 to October 28, 1920, and was formed after the Russian State of Aleksander Kolchak ceased to exist.

 

January 4, 1920, by decree of the Supreme Ruler Aleksander Kolchak, the Ataman of the Trans-Baikal Cossack Host Grigory Semyonov was given “the complete military and civil authority throughout the territory of the Russia Eastern Outskirts”. Based on this document, on January 16, 1920, Grigory Semyonov announced the establishment of the Government of the Russia Eastern Outskirts in Chita with Sergey Taskin (Kadet) as its head. It was assumed that the Government’s authority would cover the entire territory of the Russian Far East. However, on January 31, 1920, in Vladivostok, the Bolshevik uprising won in alliance with Revolutionary Democracy representatives, and the Provisional Government of the Far East, the Regional Government of Primorye Zemstvo, was formed. The authority of Grigory Semyonov covered only the Trans-Baikal territory.

 

In February 1920, Grigory Semyonov united three corps of troops of the defeated Eastern Front of the Russian Army into the Far Eastern Army and became Commander-in-Chief of the armed forces of the Russia Eastern Outskirts. This army fought with the People’s Revolutionary Army of the Far Eastern Republic (DVR) in April–October 1920. Military assistance to the Russia Eastern Outskirts was provided by Japanese troops that helped Semyonov in occupying Chita in September 1918. However, since July 1920, the Japanese command began to evacuate its troops from the Trans-Baikal area. Under these conditions, Grigory Semyonov tried to use locals to expand the support of his authority. Hence, he convened the Regional People’s Assembly (in July) and the Provisional East Trans-Baikal People’s Assembly (in September).

 

On October 19, 1920, the Japanese left the Trans-Baikal territory. On the same day, units of the People’s Revolutionary Army of the Far Eastern Republic launched a successful offensive on Chita. By the end of October 1920, the Reds occupied all of Trans-Baikal, Semyonov’s forces retreated to Manchuria. The Russia Eastern Outskirts ceased to exist.
